Mbale City Clerk appoints Mr Kooko Francis who appeared on audios and messages soliciting money from teachers to control 21Bn education money.
Last months we saw stories on social media where Mr Kooko Francis the inspector of schools mbale city was recorded soliciting money from poor teachers who were seeking positions in the recruitment of teachers. Over 22 teachers and head teachers where forced to collect money and give to mr Kooko Francis incase they wanted to be recruited.
In the audio Mr Kooko appears instructing a teacher to send money on one councillors phone number but because the teacher had given him 3m and had no one to plead with used this chance to accept and give him 2m as she secures proof.
Since this money was shared or supposed to be shared with the city clerk he has opted to defy all odds and deploy him as the in charge of the education Vote even after having a city education Officer.
In this pursuit the city education Officer is accused of conniving with other monitoring agencies to expose the dirty intentions of the city clerk which seems to be true or not true.
The city clerk who is an incoming politician is doing everything possible to strategize so that he can get money and whoever stands his way is facing it rough.
The city technical staffs are working on tension because any time you lose the job, be demoted are blocked from any operations.
Our query is how can Mr Kooko Francis who is a criminal king with all proofs be promoted to a level of managing the education money?.
Which reasons are there to change the fund from a senior official to a junior one?
Over 500m education money has been returned to the treasury because of failure to restructure and recruit new education staffs and at the end of the day mbale city has lost due to the incompetence of the city clerk and it’s high time for the government to act because it’s becoming worse.
