Over 500m Road fund was used to rehabilitate 17.5kms and 120m fuel was used in Mbale city road construction.
Mbale City engineer Johnson Gimuyi has found it difficult to explain to stakeholders the use of 500 shillings in road fund money that was sent by the central government.
During a recent meeting of the roads committee on Monday this week, the engineer failed to avail expenditure for the substantial funds allocated to road rehabilitation, particularly the 500 million shillings disbursed in the second quarter of the 2023–24 financial year.
In the list shared with at the meeting, he shared a fake budget indicating that he had planned contrary to what the city roads committee had planned, in the shared list you realise that for the construction and rehabilitation of 17.5km they used fuel of 120m and each culbet was bought at X2 price.
During the meeting, Gimuyi failed to bring the expenditure report, claiming that the system was down, which disturbed members.
The district or city roads committee, consisting of MPS and local government leaders, is mandated to approve budgets and work plans and provide oversight for the utilization of road funds envisioned to bolster checks and balances.
This was all noticed as the roads committee refused to play another use of the 500m sent to the city.
Most of the roads in Mbale city are in dire state and last month one if the staff in the engineering department was arrested by a community in marale village picking cement from the store. This road named after the president (Kaguta Rd ) is still closed up to date.
Roads to maluku, musoto are said to be rehabilitated but the fact is the tractor just dug it and left them the way they are and as we speak now they are totally spoiled.

Finally the mbale city technical department has fully failed to excute it’s work and it’s high time for the ministry of local government to immediately effect transfers in Mbale city to avoid the situation where these people say that they are connected to the permanent secretary and can’t be transfered unless they are willing.
